Are you a student? hcs/587 creating change within organizations After the war, the security vacuum left by the regimeâ??s collapse was filled by an untold number of armed groups. Rather than rebuild the weak police and army, Chief of Staff of the Armed Forces Yousef Mangoush turned to the revolutionary forces. It was not a completely illogical move.
